Is it sufficient to label the minimum sales unit (box containing several small envelopes that cannot be sold individually)?

In the case of multipack packages it is always preferable to affix the label on each component of the packaging system, but when this is not possible, the labeling can be shown on the sales unit (therefore on the multipack).
