Should claims be provable? On what basis?

You must always have evidence of what you are communicating. The evidence must be accurate and based on widely recognized scientific methodologies. The appropriate methodology depends on the type of claim you want to make. For example, if I want to communicate a single characteristic e.g., the percentage of recycled material contained in my product, I could, for example, refer to the ISO 14021 guidance; or if I want to have a more credible communication I could opt for a third-party certification on that issue (e.g., Plastic Second Life). If I want to communicate that my product has a reduced environmental or ecological/green impact I will need to have evidence of “recognized excellence in environmental performance” i.e.: compliance with Regulation (EC) No. 66/2010 of the European Parliament and of the Council (Ecolabel), with a national or regional Type I ecolabel scheme in accordance with EN ISO 14024, officially recognized in the member states, or conforming to best environmental performance under other applicable provisions of Union law.
